The Fiscal Responsibility Commission has said not fewer than 23 states have exceeded their borrowing limit in 2015 by limit contrary to stipulated guidelines.

   In a report on the states and indebtedness, the FRC said listed the states as follows:
   
   1. Lagos,
   
   2. Kaduna,
   
   3. Cross River,
   
   4. Gombe,
   
   5. Ekiti,
   
   6. Edo,
   
   7. Ondo
   
   8. Imo states had borrowed more than 50 per cent of their annual statutory allocations by 2015.
   
   Other states in the same boat are

   10. Adamawa,
   
   11. Oyo,
   
   12. Abia,
   
   13. Ogun,
   
   14. Taraba,
   
   15. Kebbi,
   
   16. Enugu,
   
   17. Bauchi,
   
   18. Nasarawa,
   
   19. Kano,
   
   20. Benue,
   
   21. Kwara,
   
   22. Katsina and
   
   23. Sokoto
   
   
   
   The FRC said in the light of the DMO's Guidelines on Debt Management Framework only 20 states exceeded the threshold of 50 per cent of their total revenue – gross statutory allocation plus Internally Generated Revenue.
   
   Lagos exceeded the threshold of 50 per cent of its gross statutory allocation by well over 300 per cent; Kaduna, Cross River, Gombe, Ekiti, Edo, Ondo, Oyo, Abia and Ogun exceeded the 50 per cent of their gross statutory allocations by well over 50 per cent but less than 100 per cent.
   
   Imo, Zamfara, Adamawa, Taraba, Kebbi, Enugu, Bauchi, Nasarawa, Kano, Benue, Kwara, Katsina, and Sokoto states exceeded the 50 per cent of their gross statutory allocations by less than 50 per cent.
   
   On the basis of total revenue rather than gross statutory allocation, 20 states exceeded the threshold of 50 per cent. Of the 23 states that exceeded the threshold of their gross/net statutory allocations, Kwara, Katsina and Sokoto states did not exceed the 50 per cent threshold of their consolidated debt to total revenue.
   
   From 2012 to 2015, five states consistently exceeded the threshold of 50 per cent of their gross statutory allocations. The states are Kaduna, Lagos, Ogun, Cross River and Osun.

Forum of former student leaders in  has called for the immediate release of  Ibrahim Bature  Dutsenma a former student union leader from university of Maiduguri.

The group said the Katsina state Governor Aminu Bello Masari  ordercome under intends pressure by many Nigerians against what the described as an act of impunity for detaining,molesting and harassing a young critic Comrade Ibrahim Bature Dutsenma for criticizing government policies and actions.

Comrade Mohammed Auwal Jibrin a former NANS leader in a statement said on the 29th August Gov.Masari charged the young fellow to a  magistrate Court 1 with some frivolous allegations bordering some offences yet to be obtain by this report and he has since been reminded in prison custody,

effort to brings the matter again after the adjoining the case to another date for sitting was not successful as the magistrate keep on adjournment of the date just to suffer the suspect for unknown reason.

 Ibrahim Bature a former student union leader from university of Maiduguri who presently hold masters of science with specialisation in animal physiology from the Ahmadu Bello University Zaria had launched his 2019 gubernatorial ambition after the not too young to run bill was passed.

 The student leader said  his continues detention by Gov.Masari is to score cheap political gains by crushing  his rivals early to clear his way for safe return to Katsina Government house come 2019.

It would be recalled that governor Masari plans to obtain a loan despite all the allocation received from the Federation account including the bailout of the paris club refund paid to the state in two trenches amounting to billions of naira but was not properly utililize when compare with how the state was developed by the immediate past administration of Ibrahim Shema according to Ibrahim Bature to the extent that the state has nothing write home about since the inception of the APC in may 2017 in the state. 

The governor clampdown came at a time when President Muhammadu Buhari meet with some traditional rulers in the country some couples of weeks ago to prevail on them to reach out to their various state governors so as to bring development to Nigerians as promised during campaigns,the president was said to be disturbed by the negative attitude of many of the state governors whose majority of his party on their pure performance so far including not payment of salaries and retirees of their entitlements.

Commenting on the matter,Comrade Mohammed Auwal Jibrin a former NANS leader and a member of youth mobilisation committee to former President Jonathan 2015 presidential campaign organisations described the act as "a show of shame to democracy and freedom of speech entrenched in chapter of the constitution of the federal republic of nigeria,he further said " I think the attitude of the governor sound like child play,as a chief executive of a state who need to promote the enforcement of the law it's not surprising that he is crossing it,most of the state governor's do the same attitudes to those opposing them for political reason and only Nigerians particularly those affected in their state that must rise up against agent of misrule and bad governance.

Why Inspector General of Police ordered dismantling of all roadblocks

The Inspector General of Police (IGP), Ibrahim Idris, has said his order for the immediate dismantling of all roadblocks nationwide was necessary to enable ease of doing business in Nigeria.

He said it would as well safeguard and guarantee free passage of goods and travellers throughout the country.

According to a statement signed by Jimoh Moshood, the Force spokesman, IGP Idris said the routes specifically affected by his order are Lagos–Ibadan, Shagamu–Benin, Benin–Onitsha, Okene–Abuja, Kaduna–Kano, Katsina–Kano, Otukpo–Enugu, and Enugu–Port Harcourt expressways.

The police boss also warned personnel on patrol against the improper identification of their vehicles, especially those serving along the border routes in the country.

He further asked heads of various zones and commands across the country to ensure the directive was strictly adhered to by personnel in their formation.

The statement reads in part: "No police department, section, squad or unit should mount roadblock without the express permission of the Inspector General of Police.

"Consequently, Assistant Inspectors General of Police in charge of zonal commands, Commissioners of Police in charge of state commands, heads of departments, must ensure that every patrol vehicle in their respective formation carries a conspicuous and legible inscription of patrol vehicle identification number, and dedicated emergency phone numbers for ease of identification and report of distress by members of the public.

"The Assistant Inspector General of Police in charge of Border patrol of the Force is specifically directed to ensure compliance with this directive along the Border routes in the country except for the few approved points by the Federal Government."

The IGP also ordered police personnel who are involved in vehicular patrol on highways and major roads across the country to put on their uniforms, a bold name tag and service number.

He stated that the Special X-Squad teams of the Force have been deployed throughout the country to arrest, investigate and discipline any police personnel violating the directives.

Court cancelled Kenyan Presidential election

Kenya's Supreme Court has ordered a rerun of the country's contentious presidential election, after a legal challenge by the opposition.

Four out of six judges upheld a petition filed by opposition candidate Raila Odinga, who claimed the re-election of President Uhuru Kenyatta was fraudulent.

"The presidential election was not conducted in accordance with constitution, rendering the declared results invalid null and void," Chief Justice David Maraga said, ordering fresh elections within 60 days.

The court agreed with opposition arguments that the electoral commission had committed irregularities that invalidated the poll.
